Must get emigration clearance from the office of Protector of Emigrants (POE) under Ministry of Overseas Indian Affairs.

How to get ECNR Passports?

Those who have matriculation certificates and filling passport application form can tick ECNR option and they have to submit their education certificate in order to get ECNR passports
Those who are not educated but they have stayed abroad continuously three years or above, have also an option to get ECNR passports by enclosing their visa copies and exit and arrival stamps with passport forms.
